Can I place order between 9:08 am nd 9:15 am to get it executed right away when regular market opens at 9:15 am?

I think if you're beginner, you should be targeting small profits only i.e. few points of index only. If you keep that small target, i don't think you'll have much fomo knowing that even if you enter lil late, you'll be able to achieve your no. of target points.

volume transfer of OI (trade) ke bare me batata he, which is not necessarily equal to settlement of OI.

I think they're called Open interest and not option interest.
Also, I think many new OI are opened and settled throughout the trading day, the rest get expired on expiry date. Is there any way to track no of OI settled per day?

if you're new at trading, I will highly recommend to avoid intraday and go for positional and swing trading first. After that you can consider intraday.
